New features User License Consumption report – October 2025

Since Microsoft announced the postponement and roll-out strategy change of the license enforcement for Microsoft Dynamics 365 F&O apps, the engineering team responsible for the license consumption reporting has not been retired. Feedback provided by clients worldwide is evaluated, put on a roadmap, prioritized, and executed.

In this post, you will learn about enhancements provided to the Power Platform Admin Center (PPAC) report. This is both on the visuals as well as the data presented. This post is created based on a preview of the User license consumption report.

Over- and under-licensed users

During office hours and on the deprecated Yammer groups, there were discussions about highlighting users who have too many licenses or licenses assigned where still, e.g., an Attach license is missing. Two new tiles are added, where you can learn about users who are under-licensed or over-licensed. The report will be available soon, but is at time of writing in preview. To open the report in preview, you can navigate to PPAC in preview mode: https://admin.preview.powerplatform.microsoft.com/billing/licenses/financeAndOperations

As you can see in the screenshot, two new tiles have been added, showing the number of users who are under- or over-licensed. Using the link View details, you can get details about the users and required licenses.

On the Under-licensed users details, you can see all users where one or more licenses are assigned, but miss one or more licenses as well. Based on this information and available licenses, you can assign Attach licenses. You may also choose to use, e.g., the Supply Chain Management as a base license and link an Attach for Finance. You can choose in case the license SKUs have the same license value. In the example above, Alicia needs an SCM instead of Human Resources. In case Alicia would require both, the HR license is cheaper than the SCM. In that case, the SCM Base or Premium license should be assigned, where HR can be an Attach.

For the Over-licensed users, you can also check the details.

In case too many licenses are assigned to a user, the report will list them. At this point in time, it is not showing users where, e.g., an Operations – Activity or Team members license is required, but a full base license is assigned. This is feedback I provided to Microsoft. The column Missing licenses is also not required here. A column to indicate what licenses can be removed or should be swapped will be more helpful.

Users from different domains

One of the known issues you can track is about missing users from secondary or external domains. In some cases, the users from a secondary domain were not listed on the report. Now all users from valid linked domains are included. In my scenario, I have a dynamicspedia.com tenant with external users from next365group.com. These are now included on my report as you can see on the screenshot below.

Entra ID group membership

In case you are using security role assignment using Entra ID groups, the users may be missing from the license reports. This happens in case the users are not assigned roles directly in Dynamics 365. This was reported as known issue as well.

One of the workarounds was to use the Enhanced Entra ID group integration available in the D365FO Admin Toolkit. This post describes the caveats of the standard Entra ID group integration and provides a link to an open source project on GitHub where I contributed the enhanced version. Using this tool, the roles can be assigned automatically to users in Dynamics 365 F&O based on Entra ID group memberships. This solved the challenges, but also works for the license reporting.

Now, the Entra ID groups are listed on the report. You can recognize them where the Email/User ID column contains a GUID. This can refer to two scenarios. Either the user is active in Dynamics 365 but missing or deactivated in Microsoft Entra ID, or it is referring to an Entra ID group where roles are assigned that require Dynamics 365 licenses. In the screenshot above, you can see two GUIDs. When looking at the Licenses usage summary page, you can find the Entra ID groups with required licenses.

At this moment, the users added as members to these Entra ID groups are not listed in my report. Hopefully, Microsoft will soon add these users on the reports. At this moment, you can review the members via the M365 Admin portal or use the workaround as described above by using the D365FO Admin Toolkit.

Other known issues

This post describes changes Microsoft made to the License consumption report. There are also known issues related to cases where, e.g., a Team member license is expected, but a full license is reported. An update for Dynamics 365 F&O is available or expected soon, depending on your Dynamics 365 F&O version. This update at least contains a fix for timesheet approvals that are supposed to be available to Team members.

    PQU 10.0.45 contained the hotfix for the timesheet approvals for the Team Member license.

    Update ID 1062193 – Team member license holders do not have the ability to approve timesheets.
    Release date 10/21/2025

      Thanks for clarifying details with version and issue tracking numbers. The fix was at time of writing this post was available for 10.0.45, but not yet for 10.0.44.
