Licensing Advent Calendar – Day 27 – User Security Governance disabled?
December 24 was the end of the Advent period. This period is usually the time to prepare for Christmas. If we now look at the upcoming license enforcement for Dynamics 365 F&O, we still have some time, but how long depends on your renewal or anniversary date for the existing Dynamics 365 licenses. As we have a bit more time and I want to share a bit more, let’s continue in the last days of 2025!
User Security Governance disabled?
Based on several questions I received and some discussions I had, it appears that people believe that if they do not enable or disable the User Security Governance features, their environment(s) are not subject to the license validations. This is wishful thinking, but not true.
Let’s dive a bit deeper into this, as I think it is really important to take away any confusion. Let me refer you to some of my earlier posts. You will find a summary below these links. This summary was drafted by me, not any AI tool.

When summarizing these posts, you can read that enforcement will start on January 15, 2026. Your tenant is included in the validation as per your earliest renewal or anniversary date of your Dynamics 365 licenses on or after this date.
There are various licensing reports available, such as the User License Consumption reports on Power Platform Admin Center (PPAC) or Lifecycle Services (LCS). Also part of the User Security Governance features, there is a Licenses usage summary page available with more details.
There are some exclusions. Based on the role of users in Dynamics 365, the users are excluded, in line with the Dynamics 365 licensing guide. Also, non-production environments are excluded.
There is no exclusion in case the User Security Governance module is not enabled. As previously mentioned, the Licensing tables in Dynamics 365 are fed by an external data flow regardless of whether the User Security Governance or License Usage Summary report features are disabled.
In case your environment is running in the cloud, managed by Microsoft, then the license enforcement is applicable to you as well.
What happens if you do not enable the User Security Governance-related features? In this case, you are only making the options for analyzing what roles require what licenses difficult. The Licenses Usage Summary page is key to understanding where you have misconfigurations and how you can lower the required licenses per role. So, take advantage of the additional available information by enabling the related User Security Governance features.
Ensure you are compliant as soon as possible to avoid losing access to the Dynamics 365 F&O application for your users.
